County Administrator. Each
member of the Board of Supervisors represents a separate voting district.

Two incorporated towns, Orange and Gordonsville are located in the western half of the county. Lake of the Woods, a self-governing gated community, is located in the eastern corner.
|The Town of Orange, the county seat, is governed by a five-member council and a Town Manager. Its Mayor is selected by the council membership. 2005 Census population is 4,429.|
